 The United States announces sanctions on Chinese companies and individuals involved in the militarization of the South China Sea

On Wednesday (August 26), the US government imposed sanctions on 24 Chinese companies and several individuals that allegedly participated in the reclamation and militarization of artificial islands in the South China Sea.


The US Department of Commerce issued a statement stating that these companies have played a  helping role for the Chinese military in these construction projects. US Secretary of State Pompeo said in another announcement that the US State Department imposed visa restrictions on individuals who were responsible or accomplices to the project.


Pompeo said that Since 2013, the People’s Republic of China has been using its state-owned enterprises to excavate and reclaim more than 3,000 acres of land in the South China Sea, destabilizing the region, trampling on the sovereignty of its neighboring countries, and harming the environment. It caused unspeakable damage.


A senior State Department official said at a press conference on Wednesday that the announcements made by the State Department and the Department of Commerce reflected the new US policy regarding China’s maritime claims last month.


When the International Arbitration Tribunal ruled that China’s declaration of the nine-dash line in the South China Sea did not conform to the fourth anniversary of international law, the US Secretary of State Pompeo issued a statement on July 13 , clearly announcing that the US believes that Beijing is leaving most of the South China Sea. Onshore resource claims are completely illegal.


The senior State Department official said that Chinese citizens subject to visa restrictions imposed by the US government include executives of state-owned enterprises, who are responsible for Beijing’s reclamation, construction or militarization of disputed islands and reefs, as well as for intimidating Southeast Asian claimants.


The U.S. State Department did not release the names of the sanctioned individuals.


Among the sanctioned Chinese companies, State Council officials specifically mentioned China Communications Construction Group Co., Ltd. (CCCC). The official said that China Communications Construction is a leading contracting company in Beijing's global One Belt One Road strategy. The group and its subsidiaries have played a core role in the militarization and coercive actions in the South China Sea.


The US Department of Commerce announced that 24 Chinese companies, including five subsidiaries of China Communications Construction, will be included in the list of entities.


Secretary of Commerce Ross said that The United States, China’s neighboring countries, and the international community do not accept the CCP’s claim to sovereignty over the South China Sea and condemn the Chinese military’s construction of these artificial islands.


Ross also said that The entities designated today have played an important role in the construction of these challenging artificial islands in China, so they must take responsibility for this.


Since 2013, the CCP has reclaimed more than 3,000 acres on seven islands and reefs in the South China Sea, and built air defense facilities and surface-to-ship missile launch facilities on them. The US Department of Commerce's announcement stated that these practices violated the sovereign rights and interests of the Republic of the Philippines.


The Entity List is a tool used by the Bureau of Industry and Security of the U.S. Department of Commerce to impose restrictions on the export, re-export or transfer of goods covered by the U.S. Export Control Regulations by individuals, organizations or companies suspected of harming U.S. national security and interests.


The US Department of Commerce said that these companies or individuals must obtain permission from the US government to engage in related business activities.
